MINUTES OF BOTHENHAMPTON & WALDITCH PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL WALDITCH, ON MONDAY 12 September 2016.

Present: Bob Dennis(Chair), Alan Stenning(Vice Chair), Ian Bark, & Colin Sparkes.
In attendance: Chris Dobbs (Clerk).

34. DECLARATION OF INTEREST.

34.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

36. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meetings of Bothenhampton and Walditch Parish Council held on Monday 11 July 2016, were accepted as true records and duly signed by the Chairman.

37. MATTERS ARISING.

26.1- May 2016 - 1 to 11, June - 12 to 22, July - 23 to 33, August - no Meeting, September - 34 to 44, October - 45 to 55, November - 56 to 66, December - no Meeting, January 2017 - 67 to 77, February 2017 -78 to 88, March 2017 - 89 to 99, & April 2017 - 100 to 110. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

37.2 - Co-option of Andrew Taylor - Recommended by Ian Bark, seconded by Bob Dennis, & Approved by PC members present.

38.DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.25 p.m. the Meeting re-convened to complete the Council's Agenda, there being no further matters raised.

Comments were made by Ron concerning the Reshaping your Council, & the planned random Survey of 20,000 homes in the area. Parish Councillors were advised to follow the proposed changes carefully.

Action at July Meeting - Ian Bark presented detailed Addendums as listed for Financial Regulations & Standing Orders. These were agreed as seen & attached to the said documents for inspection. Both Financial Regulations & Standing Orders will be presented for Annual Approval to the next Meeting on September 12th at Walditch.

43.7 - Provision of dog waste bins in Parish -

Action at July Meeting - PC suggested that WDDC Waste Bins were requested to be positioned in Blood Lane(off Crock Lane), and at the entrance to Jellyfields LNR. Further site at top of footpath leading down to Walditch Road agreed by PC -

Action at September Meeting - PC agreed to purchase 3 Dog Waste Bins via BTC, and the fitting should be completed by the Lengthsman when available -

43.8 - Overhang of trees in Crock Lane - adjacent to the Bowhayes turning, and to the back of Elwell - Clerk to contact DCC Highways -

43.9 - Clerk request to attend DAPTC Budgeting and Precepts course - £35 on 13October 2016 - Approved by PC.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR

Monday 12 September 2016 :-

A Bothenhampton resident had concerns regarding Application WD/D/16/001620 - land adj. to 18 Slades Green - Erect a single storey dwelling. Objected on grounds of close proximity of planned dwelling, parking, & the general overview that estate area was designed to have open spaces. The Application is to be considered during the Planning Agenda -

A number of Walditch residents expressed concern regarding Application WD/D/16/001520 - 28 Uplands - Outline Application for the erection of a dwelling - Overdevelopment of very restricted area with no parking. The Application is to be considered during the Planning Agenda -

Robin Stapleton reported that Senior Tree Officer for West Dorset had issued a Tree Replacement Notice to the landowner regarding missing trees in the Sycamore Avenue off Walditch Road. Concern had also been expressed to the Tree Officer regarding the fallen mature trees in the area.
