MINUTES OF BOTHENHAMPTON & WALDITCH PARISH COUNCI.MEETING HELD IN THE VILLAGE HALL,WALDITCH ON MONDAY 11 NOVEMBER 2013.

Present: Bob Dennis(Chair),Alan Stenning(Vice Chair), Pennie Jones, Colin Sparkes, & Elizabeth Welch. In attendance: Chris Dobbs (Clerk).

61. DECLARATION OF INTEREST.

61.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

62. APOLOGIES.

62.1 There were apologies from - David Stubbs, Ed Hanson, & Ron Coatsworth - Resignation e mail from Karl Wallace - Chairman suggested that Clerk sent a letter

63. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday14 October 2013, were accepted as true records and duly signed by the Chairman.

64. MATTERS ARISING.

64.1- May 2013 - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60, November - 61 to 72, December - no Meeting, January 2014 - 73 to 84, February 2014 -85 to 96, March 2014 - 97 to 108, & April 2014 - 109 to 120. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

64.2 - Colin mentioned the following matters from the October Minutes :-

1. Lengthsman funding - supported continuation of scheme -
2. The filling of Grit Bins - repositioning of Bin in Walditch Road -
3. Walditch Village Green - fast completion of shrub removal -

65. DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.15 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

66. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett - By way of update :

1. Broomhills Waste Transfer Station : A further Planning Application has been submitted by the Dorset County. Following yet further consultation, it was also determined by it. As far as I can ascertain, assuming the County Council will give itself Planning Permission, it will probably not before 2015 before the site is up and running.

2. District Council Ward Boundaries : In its original submission to The Boundaries Commission for England, the District Council proposed a reduction in its membership to forty three. However, at its most recent Meeting of the Full Council, this has further been reduced by one to a membership of forty two, a reduction of six members on the current numbers.

3. Local Plan : We are still waiting a date for the Public examination of the Local Plan by the Government appointed Independent Examiner.

4. Miles Cross : I am still waiting to hear from the Police and Crime Commissioner regarding Miles Cross being included I the A35 Strategy Review.

Mark Roberts - Had little to add - Vearse Farm consultation is closed, and Mark is a Member on the Scrutiny Committee on Planning Processes.

1/D/13/001522 - 11 Lansdowne Road - single storey extension - Corporate View of the Parish Council is to recommend Approval of Planning Consent.

1/D/13/001484 - 8 Nordons - safety rails as listed - Corporate View of the Parish Council is to recommend an Objection for the following reasons :-

That the railings have significant visual impact, and are impeding the view of the immediate neighbours.

Overdevelopment of the property, that is not in keeping with the neighbouring properties.

The Parish Council understand that the Sedum Roof Coverings require little or no attention, and therefore uphold their objection of overdevelopment, as railings are not needed for access to the roof area.

71.1 - Presentation of Budget/Precept 2014 - 2015 -

Action arranged at October Meeting - Pennie Jones & Bob Dennis agreed to meet the Clerk prior to the Meeting on Monday 11 November, in order to consider in detail the Budget/Precept for 2014 - 2015 - date and time to be advised -

Action for November Meeting - for the Parish Council to consider and Approve the proposed Budget/Precept for 2014 - 2015 - Budget Notes and % spend of 2013/2014 Accounts were distributed to all Parish Councillors present. Pennie Jones and Bob Dennis had met with the Clerk on Friday 25 October, and recommended the proposed Budget for 2014/2015 to the PC. The outline Budget was approved by Elizabeth Welch, seconded by Colin Sparkes, and supported by all members. It was noted that HM Government had yet to approve final Grant details to WDDC, and that BTC had notified the Clerk of Lengthsman future cost increases, and it is anticipated that contingency monies will be adequate for any specific increases.

71.2 - Funding for recreation in Bothenhampton -

Action for September Meeting - to consider Funding for recreation in Bothenhampton - Action Letter and Application Forms given to Pennie -

Action for October Meeting - Agreed that Funding should be used for improvements to John Holt Play Area - with 2 picnic tables & a decking patio - Clerk to arrange estimate for presentation at next Meeting -

Action for November Meeting - Estimate for improvement to John Holt Play Area by purchasing 3x Picnic Tables at a cost of £364 each including VAT, also £93 for adjusting and re-hanging gate. Total 1092 +93 = £1185. It should be noted that it was decide not to go ahead with the decking patio as it presented too many Health & Safety issues. S 106 Application Form needs to be completed for funding of the project.

71.3 - Casual Vacancy for Parish Councillor in Bothenhampton - Action -

Action for September Meeting - to remind PC of continuing Casual Vacancy - Action - All Councillors present agreed to consider problem -

Action for October Meeting - Problem was considered, but no specific names put forward.

Action for November Meeting - Ian Bark, a resident from Crock Lane who attended the Meeting, indicated that he would be interested in being a Parish Councillor. It was considered that the matter be raised at the January Meeting.

71.4 - Lengthsman's duties for November 2013 -

Bothenhampton - tasks to include sweeping & clearing bottom part of Long Lane. There are 2 footpaths, + the John Holt Play Area Safety Surface, that are covered in a green moss type algy. Kevin to be asked to investigate a suitable & safe solution to remove the moss.

Walditch - Gully near Real Tennis Court to be cleaned out. Apparently the Grit Bin in Walditch Road has moved slightly - to investigate.

71.5 - Aftermath of July 2012 Flooding - Action - Agreed that consideration to be given to the pipe outlet to Wanderwell Stream, which runs alongside Groves Nursery. To consult with BTC and Highways Connect- Action at September Meeting - need to contact BTC and Highways Connect -

Action at October Meeting - Clerk informed Meeting that an e mail had been sent to BTC -

Action at November Meeting - Copies of e mails from BTC were presented to the Meeting, which have requested that an investigation of the Wanderwell Outlet Gully is made.

71.6 - Back up for Clerk & Salary Review -

Action at October Meeting - suggested that Clerk contacts DAPTC to review local action -

Action at November Meeting - Clerk to contact DAPTC before the January Meeting.

71.7 - Erosion of Bank in Hollow Way - Action - Clerk reported that he had conversation with DCC Highway Maintenance Manager, Martin Hill - Action - understand from DCC that another company now has contract and will be reporting in due course -

Action at September Meeting - Members have noticed that weeds are growing on bank -

Action at October Meeting - Understand that a 1 day Road Closure of Hollow Way is scheduled for Tuesday 29 October 2013, in order to carry out work on landslip area of bank.

Action for November Meeting - Clerk needs to contact DCC, to establish what remedial work has been carried out in the landslip area of Hollow Way.

71.8 - Hollow Way Bank - dangerous overhang - Action - Clerk has spoke to Martin Hill, and understands that the matter is being investigated - Clerk to update - Action - to be initially actioned by Lengthsman, and DCC Highways have been requested to consider further maintenance.

Colin has requested that Neighbourhood Local Plan is on the January Agenda.

Monday 11 November 2013 -

Ian Bark, a new resident who lives in Crock Lane, asked about the situation regarding Allotments in Bothenhampton. Was explained by Colin Sparkes that no land was available , but was advised to contact Loders or Burton Bradstock Parish Councils. Clerk to contact BTC to find out the latest situation.
