MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, WALDITCH, ON MONDAY 12 NOVEMBER 2012.

Present: Bob Dennis(Chair), Alan Stenning(Vice Chair), Ed Hanson, Pennie Jones, Colin Sparkes, David Stubbs, Karl Wallace, & Elizabeth Welch -

61. DECLARATION OF INTEREST.

61.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of a friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

63. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 8th October 2012 , were accepted as true records and duly signed by the Chairman.

64. MATTERS ARISING.

64.1- May 2012 - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60, November - 61 to 72, December - no Meeting, January 2013 - 73 to 84, February 2013 -85 to 96, March 2013 - 97 to 108, & April 2013 - 109 to 120. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

65. DEMOCRATIC HALF HOUR.

At 7.03 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.13 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

66. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett - The District Council is to debate its Budget for 2013/2014 in December.

The financial strategy remains at keeping the Council tax low, to avoid any significant cuts to key front line services and to plan for the future.

Council Tax on second homes is, at present, 90%. From April 2013, this can be increased to 100%.

In February 2013 we will have a clearer picture and I shall hope to bring a further Report to you then.

The District Council has received some thirty five complaints against Councillors, although the vast majority refer to one Committee Meeting. The Standards Committee is now charged with looking at ways to apply any learning from such complaints.

Bridport Town Council has brought Miles Cross back on to its Agenda.

Since the Link Road was opened in 1988, there have been ten fatalities and two other serious accidents.

I attach a copy of my Report which was debated by both the Highways and Transportation Sub Committee and Plans Committee of the Council, and Oliver Letwin is now to be asked to reconvene the A35 Iniative and chair a Public Meeting probably in the New Year.

Your Council will shortly be receiving an invitation to attend,

New Council Offices nearly complete - has energy efficiency lights - Staff moving from November, with full move in January 2013 -

68. REPORT BY DCC COUNCILLOR - RON COATSWORTH

Ron Coatsworth - Debbie Ward is now Chief Executive of DCC - DCC need an Adult & Children's Services Director -

X53 Bus Service to continue being supported by DCC to Christmas = still many queries regarding services run by Damory -

Ron indicated that most of the County's Secondary Schools are likely to become Academy 's in the near future -

71.5 - Lengthsman's duties for November 2012 -

Bothenhampton - to include - Remove rubbish bag in Quarry Lane - sweep back leaves around verge area.

Scrap back moss on path at base of Main Street. Clear three drain covers in Hollow Way.

Walditch - to include - Take down 2 trees at the lower end of Walditch Road - both in dangerous condition and overhanging road.

At June Meeting, pointed out the deterioration of Notice Boards in Walditch Road, Pasture Way & Burton Road - Action - Estimates presented by Colin Sparkes to PC - further consideration to be made at October Meeting to include feasibility of present sites - Action - Further consideration made at November Meeting and decision made to accept the lowest quote from Earlyjoint. Clerk to contact contractor to discuss detail of construction, with a modification of a covered section for Parish Notices only.

71.6 - Progress of High Pavement - Action - All work very satisfactorily near completion, with Play Area to be reinstated. 71.7 - DAPTC Evaluation - suggest to be on the Agenda for January 2013 -No Action taken -

71.8 - Pollution of Wanderwell Brook - Action - Colin reported that Wanderwell Brook may well be polluted from lagoons situated in old refuse site that was closed down in 2000 - Clerk advised to write letter to Environment Agency to request that checks are made.

71.9 - Dave Capewell of Ab Antiquo had expressed concern to the Chair re vehicles damaging the thatched porch of his Grade 11 home situated at the narrowest point of Main Street - wished to discuss implications of extending parking restrictions - Action - Dave Capewell had agreed to contact DCC Highways re options, and the matter to brought to the next Meeting in November 2012 -

Action at Meeting- After much helpful discussion, a number of ideas to restrict parking and protect Ab Antiquo were agreed to be forwarded to DCC Highways Technician Richard Stubbs, with the view of arranging a site meeting to consider a practically acceptable solution. Bob Dennis agreed to be the Parish Council representative at all future arranged meetings.

The next Meeting of Bothenhampton & Walditch Parish Council will be held at BOTHENHAMPTON VILLAGE HALL on MONDAY 14 January 2013, commencing at 7 pm.

There being no further business to discuss, the Meeting closed at 8.45 p.m.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Monday 12 November 2012 -

David Capewell, of Ab Antiquo, outlined to Parish Councillors that his property has been damaged by vehicles over a number of years. The damage to the front porch, which was re - thatched in 2006, is particularly extensive and giving great cause for concern. Main Street is at its narrowest point at the corner of Ab Antiquo, and boundary posts at the front of the property had been damaged or removed due to the difficulties experienced by drivers of large vehicles going past. If any sized vehicle is parked opposite Ab Antiquo( on the clearly marked white chevron box), then it is likely that any large vehicle attempting to pass will hit the thatched porch or damage the boundary posts. David is in correspondence with DCC Highways, and is considering installing cctv around his property to identify drivers who cause damage. He asked the PC for their support and help to find a solution to the increasing problem, and was assured that Ab Antiquo was on the Parish Council's Agenda for this Meeting.

Jim Binning, a Bothenhampton resident, has requested to keep a Bee Hive on Jellyfields LNR in the Spring of 2013. This would be as a social enterprise and public amenity for the community - to be on Agenda for January 2013 Meeting.

A Bothenhampton resident expressed concern that that no Dog Waste Disposal Bins seemed to be in the area. The Clerk agreed to make some enquiries with the Dog Warden and report to the January Meeting.
