MINUTES OF BOTHENHAMPTON & WALDITCH PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL BOTHENHAMPTON, ON MONDAY 12 March 2018.
Present: Bob Dennis(Chair), Alan Stenning(Vice Chair),Ian Bark, Ed Hanson, Colin Sparkes, & Elizabeth Welch.
In attendance: Chris Dobbs (Clerk).
89. DECLARATION OF INTEREST.
89.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

The Minutes of the previous Meetings of Bothenhampton and Walditch Parish Council held on Monday 12 February 2018, were accepted as true records and duly signed by the Chairman.

92.1- May 2017 - 1 to 11, June - 12 to 22, July - 23 to 33, August - no Meeting, September - 34 to 44, October - 45 to 55, November - 56 to 66, December - no Meeting, January 2018 - 67 to 77, February 2018 -78 to 88, March 2018 - 89 to 99, & April 2018 - 100 to 110. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.
93.DEMOCRATIC HALF HOUR.
At 7.02 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.12 p.m. the Meeting re-convened to complete the Council's Agenda, there being no further matters raised.

Action at February 2018 Meeting -Colin Sparkes agreed to be B&WPC representative for 7 March Meeting -
Action at March 2018 Meeting - Colin indicated that he attended the meeting on the 7thMarch, and gave an outline of proceedings. He intends to be at the next meeting on the 29th March.

98.3 - Bridport Area Neighbourhood Plan -
Action at February Meeting - Ian reported on Community Infrastructure Levy(CIL), & will send a useful video link to colleagues. The completion of the Area Neighbourhood Plan is well in progress, leading to the statutory referendum in the Autumn.
Action at March 2018 Meeting - Ian commented on the Joint Committee meetings which are being held on the 1st Thursday of the month. The referendum in May continues to be on schedule.
98.4 - Review of cover arrangements for Clerk -
Action at February Meeting -Review set for Wednesday 7 March 2018 at 09.00.
Action at March 2018 Meeting - Wednesday 4 April 2018 at 09.00. The Clerk commented on the great value of these meeting, which certainly assisted him in Parish Business.
98.5 - Information Notices for Payphones in Bothenhampton & Walditch -
Action at February Meeting - Clerk has written thank you letters to Book Box shelf constructor, Matthew Count, and regular helpers Rosemary Lewis & Ang Coster.
Action at March 2018 Meeting - Clerk suggested that one of the regular helpers be asked to produce an Information on Ownership notice for the Book Box.
98.6 - Play Areas Inspection Reports 2017 -
Action at February Meeting - Contractor Alex Macdonald intends to start on Friday 16th February -
Action at March 2018 Meeting - The renovation work at John Gundry Play Area has been completed, & the contract paid - see Finance Agenda 97 for details of payment.
98.7 - Cemetery Field Play Area, Walditch -
Action at February 2018 Meeting -Letter from BTC was considered by the PC, but with the absence of 2 Walditch members it was decided to delay a decision until the March 2018 Meeting -
Action at March 2018 Meeting - After some discussion, the PC members were in favour of returning the Cemetery Play Area to BTC, on the understanding that the area would be turned into allotments. While agreeing in principle to the land being converted to allotments, the PC were of the view that part of the land be used for allocated parking as the entrance approach is in a built up restricted area.
98.8 - Dorset Youth Association - Letter by Dave Thompson, Director -
Action at March 2018 Meeting - After discussion, the PC members present agree to give a donation of £200 to Dorset Youth Association.
98.9 - Cashbook 1718 v 1 B&WPC - March readout distributed and reviewed with PC members present.
Proposals for Parish Matters Agenda - April 2018 Meeting -
After the Clerk outlined the recent e mail from WDDC regarding S106 funding, it was agreed to bring the subject for debate in April Parish Matters.

99.1 - Hedge in Lower Walditch Lane - The Clerk described that while the matter was being considered, the aspect of funding remained uncertain.

99.6 - Dorset AONB Forum - Bridport meeting at LSI on 20th March 2018 - the Clerk, Elizabeth Welch, Ian Bark, & Colin Sparkes agreed to attend.
99.7 - Bridport Area Lengthsman new Agreement - copies to Ian & Elizabeth for Approval by Friday 16 March 2018.
The next Parish Meeting of the Parish Council will be held at BOTHENHAMPTON VILLAGE HALL, on MONDAY 9 April 2018, commencing at 7.00 pm.
There being no further business to discuss, the Meeting closed at 8.45 pm.
MATTERS RAISED IN THE DEMOCRATIC HALF HOUR
Monday 9 March 2018 -
Pennie Jones reported that some long brambles were overhanging the road in Hollow Way, & the drystone wall adjacent to the Footpath leading from Bridleway is in a poor state of repair (W5/22).
Jan Staerk indicated her support for the Planning Application WD/D/18/000288 - Landfall, Old Church Road.
Robin Stapleton reported that two vehicles had made tyre mark impressions on the Village Green. He also suggested that some shallow steps could be constructed on the steep rise on the grass slope. The Clerk arranged for himself and the Lengthsman to visit the site with Robin & Ed Hanson on the following morning at 8.15 a.m.
It was suggested by Robin that the Clerk contacts the WDDC Tree Officer, to remind him that 3 trees in The Avenue are in need of replacement.
