MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, WALDITCH, ON MONDAY 11 MARCH 2013.

Present: Alan Stenning(Vice Chair), Ed Hanson, & Elizabeth Welch.
In attendance: Chris Dobbs (Clerk).

97. DECLARATION OF INTEREST.

97.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of a friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

99. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 11th February 2013 , were accepted as true records and duly signed by the Chairman.

100. MATTERS ARISING.

100.1- May 2012 - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60, November - 61 to 72, December - no Meeting, January 2013 - 73 to 84, February 2013 -85 to 96, March 2013 - 97 to 108, & April 2013 - 109 to 120. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

101. DEMOCRATIC HALF HOUR.

At 7.04 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.13 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

102. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett - sent Apologies - informed Clerk that WDDC Council Tax will remain at present 2012/13 levels -

103. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - Confirmed Council Tax levels, and mentioned that the Scrutiny Committee was considering the present Planning speed of process -

WDDC Development Plan is well in progress -

104. REPORT BY DCC COUNCILLOR - RON COATSWORTH

Confirmed that DCC and WDDC Council Tax would broadly be the same as last year - Fire Authority/Police increased by 5% - would give a Council Tax Band D increase of approximately 0.5% .

Waste site Planning Application to be submitted in July - Traffic lights rather than change of roundabout location - will only be in operation while the Waste Site is open - concerns regarding the traffic flow on A35.

Ron outlined some recent work of the Health Scrutiny Committee following the closure of the Forston Clinic. Planned re opening in May after considerable reorganization and 2M costs,

107.1 - Playground Equipment for the John Holt Play Area is in need of review, to include bench facilities - Site meeting arranged for Tuesday 12 March at 1200 - Pennie/Chris to attend -

107.2 - Cedar Tree in Valley View Amenity Area - Clerk was instructed to obtain estimates for felling lower branches of Cedar Tree - it was suggested by members present that the owner of 7 Howard Close should be informed of decision -

107.3 - Funding for recreation in Bothenhampton - As there were no Bothenhampton Parish Councillors present, the matter was postponed to the next meeting -

107.4 - Casual Vacancy for Parish Councillor in Bothenhampton - Action -PC were informed of the Casual Vacancy - No Action -

107.5 - Lengthsman's duties for March 2013 -

Bothenhampton - to include - look at logs & roots debris on bank in Muddy Lane -

Walditch - Public footpath sign, and consideration of drainage problem outside Real Tennis Court entrance -

107.6 - Keeping of Bee Hive on Jellyfields LNR - see November Minutes - Approved by PC - Clerk to contact DCC Countryside Rangers for Approval - Action - DCC Countryside Rangers to liaise directly with Jim Binning - 107.7 - Proposal from Karl Wallace for B&WPC to consider the resource of Defibrillators being stored in Bothenhampton and Walditch telephone boxes - No Action - Elizabeth Welch suggested that emergency services are very close to both Villages -

107.8 - Internal Audit 2013/14 - Action - Accounts & Audit Services Ltd was approved as B&WPC Internal Auditor for 2013/14 - it was noted that Company Director Henry Lovegrove would be retiring next year -

107.9 - Erosion of Bank in Hollow Way - No Action -

107.10 - Grit Bins Bins request - see Democratic half Hour for January 2013 - Action - the PC approved the purchase of two additional Grit Bins - Clerk instructed to contact DCC to obtain their approval for positioning and filling - No Action - have not received advice from DCC -

107.11 - Poles outside Ab Antiquo, Main Street, Bothenhampton - No comments received at Meeting -

There being no further business to discuss, the Meeting closed at 8.05 p.m.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Monday 11 March 2013 -

Water flow and drainage problem adjacent to the Real Tennis Court grounds was described as quite hazardous in wet weather by Walditch resident Andrew Blackmore. Action - Arranged for Clerk and Lengthsman to meet on site with Mr Blackmore on Tuesday 12 March at 8.15 am.

Robin Stapleton mentioned Tree No 9( in WDDC Plan), has been 85% dead for four years - Action - Clerk to send e mail to Senior Tree Officer, Graham Cox -

Alan Stenning mentioned blocked ditch adjacent to Walditch Bus Lay by on A35 Highway - Action - to contact Connect Maintenance Agency - also need to request that Walditch Sign is cleaned.
