MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, WALDITCH , ON MONDAY 12 MARCH 2012.

Present: Bob Dennis(Chair), Debbie Jack, Pennie Jones, Colin Sparkes, Alan Stenning, David Stubbs, & Elizabeth Welch. In attendance: Chris Dobbs (Clerk).

109. DECLARATION OF INTEREST.

109.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

110. APOLOGIES.

110.1 There were apologies from - David Tett, Mark Roberts, Sarah Butcher, & Karl Wallace.

111. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 13 February 2012 , were accepted as true records and duly signed by the Chairman.

112. MATTERS ARISING.

112.1 May - 1 to 12, June - 13 to 24, July - 25 to 36, August - 37 to 48, September - 49 to 60, October - 61 to 72 , November - 73 to 84, December - no Meeting, January 2012 - 85 to 96, February 2012 -97 to 108, March 2012 - 109 to 120, & April 2012 - 121 to 132. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

112.2 - At the Meeting on Monday 13th February 2012, Chairman Bob Dennis declared an interest in Application 1/D/11/001984, and had offered to leave the room. But when the Meeting reached the Planning Agenda, Councillor Dennis was cleared to stay in the room by the Parish Councillors present as the weather outside was most inclement and other parts of the Village Hall were unheated. There were no District or County Councillors present at the Meeting. As previously stated, Alan Stenning Chaired the Planning Agenda part of the Meeting, and Bob Dennis did not take part in the discussion of his own Planning Application except that he was asked by a Parish Councillor as to why he had applied for 'Change of Use'. The answer given was that he was advised by WDDC to make such an Application for the field area to be used for the construction of a studio and wildlife pond. At this Meeting on Monday 12 March 2012, Bob acknowledged that he should have left the room when the Planning Application 1/D/11/001984 was discussed, and that there was no authority to do otherwise despite the comments of other Parish Councillors present.

113. DEMOCRATIC HALF HOUR.

At p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.
