MINUTES OF BOTHENHAMPTON & WALDITCH PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL BOTHENHAMPTON, ON MONDAY 8 January 2018.

Present: Bob Dennis(Chair), Ed Hanson, Ian Bark, Colin Sparkes, & Elizabeth Welch.

In attendance: Chris Dobbs (Clerk).

67. DECLARATION OF INTEREST.

67.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

68. APOLOGIES.

68.1- There were apologies from -Alan Stenning, Geoff Matthews, & District Councillors Frances McMackensie, & Dave Rickard. County Councillor Ros Kayes also gave Apologies.

69. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meetings of Bothenhampton and Walditch Parish Council held on Monday 13 November 2017, were accepted as true records and duly signed by the Chairman.

70. MATTERS ARISING.

70.1- May 2017 - 1 to 11, June - 12 to 22, July - 23 to 33, August - no Meeting, September - 34 to 44, October - 45 to 55, November - 56 to 66, December - no Meeting, January 2018 - 67 to 77, February 2018 -78 to 88, March 2018 - 89 to 99, & April 2018 - 100 to 110. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

71.DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.06 p.m. the Meeting re-convened to complete the Council's Agenda, there being no further matters raised.

a) Applications received from WDDC/DDC -

WD/D/17/002693 - Blossoms, Quarry Lane - Retrospective - Erect front boundary fence - The Corporate View of the Parish Council is to recommend an Objection to the Retrospective Planning Application for the following reasons :-
That the new fence is out of character, haphazard in appearance, & makes the lane seem enclosed because of its height. A representative of the Parish Council has made a site visit, & presented detailed photographs to the Meeting. There is no other fencing in Quarry Lane, which is enclosed on both sides by a dry stone wall & leading directly to the Local Nature Reserve. The whole fence structure is not in keeping with the local area.

WD/D/17/002695 - Westover, 5 Wych Hill - Erection of rear balcony - The Corporate View of the Parish Council is to recommend an Objection to the Planning Application for the following reasons :- The occupiers of No 3 would loose their privacy, as the main features & size of the proposed balcony would completely overlook the rear face of the property.

WD/D/17/002607 - Cherry Tree, Duck Street - Erect timber shed on elevated decking - The Corporate View of the Parish Council is to recommend an Objection to the Planning Application for the following reason :- That the proposed construction is out of keeping with the area.

WD/D/17/002698 - Little Wych, Burton Road - Erection of two storey extension - The Corporate View of the Parish Council is to recommend Approval of the Planning Application.

WD/D/17/002631 - 21 Maple Gardens - Single storey rear extn, + redesign of front & rear steps - The Corporate View of the Parish Council is to recommend Approval of the Planning Application.

Note - Having appreciated that the PC e mail site was filling up quickly, the PC members present approved a change of site to Microsoft Outlook at a cost of £150 - Approved by Ian Bark, seconded by Geoff Matthews, & carried by all members present.

Action at November Meeting - Clerk requested to notify Action Group in Walditch of Trust's decision to turn down parking request.

76.3 - Bridport Area Neighbourhood Plan -

Action at November Meeting - Ian reported that he would be encouraging conclusion of business regarding Post Consultation, which would lead to the Referendum.

Action at January 2018 Meeting - Ian reported that Katie had resigned in November. Newly appointed Manager to be guided towards compiling the final version of the agreed Area Plan.

76.4 - Review of cover arrangements for Clerk -

76.5 - Information Notices for Payphones in Bothenhampton & Walditch -

Action at January 2018 Meeting - The Meeting was made aware of the very positive development of new shelving for the Bothenhampton Book Box. Clerk to find out about Volunteers involved & inform PC at next Meeting.

76.6 - Play Areas Inspection Reports 2017 -

Action at November Meeting - There were 2 Quotes - & the PC considered RJM Contracts at an estimated cost of £1965 + VAT, to be the preferred contractor. Clerk to inform applicants by telephone -

Action at January 2018 Meeting - Clerk has contacted RJM, & John Gundry Play Area work should start at the beginning of February - PC has requested that Clerk obtains an actual start date from Contractor.

Proposals for Parish Matters Agenda - January 2018 Meeting -

77.1 - Letter re benches & Church Gate - PC to offer Grant of £500 towards a New Church Gate. Benches near Church Wall to be refurbished over winter period by Lengthsman.
77.2 - Additional Grit Bin - Valley Road - Clerk to enquire about purchase of Grit Bin for end of Valley Road -

The next Parish Meeting of the Parish Council will be held at BOTHENHAMPTON VILLAGE HALL, on MONDAY 12 February 2018, commencing at 7.00 pm.

There being no further business to discuss, the Meeting closed at pm.
