MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON , ON MONDAY 9 JANUARY 2012.

Present: Bob Dennis(Chair), Karl Wallace( Vice Chair), Sarah Butcher, Debbie Jack, Pennie Jones, Colin Sparkes, Alan Stenning, David Stubbs, & Elizabeth Welch.
In attendance: Chris Dobbs (Clerk).

85. DECLARATION OF INTEREST.

85.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

87. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 14 November 2011 , were accepted as true records and duly signed by the Chairman.

88. MATTERS ARISING.

May - 1 to 12, June - 13 to 24, July - 25 to 36, August - 37 to 48, September - 49 to 60, October - 61 to 72 , November - 73 to 84, December - no Meeting, January 2012 - 85 to 96, February 2012 -97 to 108, March 2012 - 109 to 120, & April 2012 - 121 to 132. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

89. DEMOCRATIC HALF HOUR.

At 7.07 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.10 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

90. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett has given his apologies for January & February 2012, but has sent the following Report :-

- There are only a few things to bring to your Council's attention. Firstly, I did attend back in November a Meeting at County Hall to discuss the future of the Bridport Community hospital. This was a well attended Meeting with much support for a continuation of the services provided.

- A sub committee has now been formed to review the various proposals of the Health Authority and the public will be consulted in due course on these discussions and what might be forthcoming.

- I am quietly confident that the message has been heard and I am hopeful that a reasonable compromise will be on the table. Ron Coatsworth chaired the Meeting and whilst being impartial, spoke and was fully supportive of the need to retain the various services at Bridport.

- Regarding the Budget strategy for 2012/13, this will be to protect front line services and maintain them at their current service levels. There will, therefore, be no increase in Council Tax and , moreover, there will be continuation of support for local businesses and residents by not increasing parking charges.

- As to the Planning Application for the refurbishment of the South West Quadrant, Bridport, this has now been lodged at Stratton House. The preliminary work will be carried out and it is probable that the Application will be brought to the Development Control Planning Committee for decision in March. -

91. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - WDDC voted to join the Dorset Waste Management Partnership, which is likely to start in West Dorset in 2014. This apparently will bring about five additional bins per household, with the largest being a 240L wheelie bin, and a fortnightly collection of refuse. This reported decision brought about a lot of adverse comments, especially the fortnightly collections, the considerable costs of all the additional bins, & the difficulties of large wheelie bins on the High Pavement in Main Street.

Parish Councillors were assured that reduction in present transport arrangements will bring about great savings, and the purchase of new transport, and wheelie bins for every household will be at 'no cost to the public'. Chairman Bob Dennis asked - 'so who is paying ? ', but no answer was recorded to this question.

Mark commented that the reported trial of allowing Jet Skies to use West Bay had been withdrawn by WDDC

92. REPORT BY DCC COUNCILLOR - RON COATSWORTH

Ron Coatsworth commented that the Waste Transfer Site was at least 2 years away from being completed/in use for the previously debated Dorset Waste Management Partnership scheme. There was a need to avoid the high Government Tax for waste to be buried in the ground.

Safeguarding , with regard to fitting seat belts in transport for Primary School Children has become a significant issue for DCC.

Problems with the re - routing of the 44 Bus were discussed at the Meeting, and Ron agreed to make further investigations.

2 - Could the slight repositioning of the Grit Bin in Old Church Road be considered, as this would allow vehicles to park slightly off road - Action - Clerk to discuss feasibility with Lengthsman -
