MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, WALDITCH, ON MONDAY 11 FEBRUARY 2013.

Present: Alan Stenning(Vice Chair), Pennie Jones, Colin Sparkes, David Stubbs, & Karl Wallace.
In attendance: Chris Dobbs (Clerk).

85. DECLARATION OF INTEREST.

85.1 - To remind Parish Councillors that if a matter arises at a Meeting which relates to an interest in Appendix A of the Code of Conduct adopted by resolution of B&WPC on Monday 9th July 2012, then the member shall not participate in a discussion or vote on the matter. Where a matter arises at the meeting which relates to Appendix B of the Code of Conduct, then the member shall withdraw from the Meeting. Where a matter arises at a meeting which relates to a financial interest of a friend, relative or close associate, the member concerned shall disclose the nature of the interest and withdraw from the meeting.

87. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 14th January 2013 , were accepted as true records and duly signed by the Chairman.

88. MATTERS ARISING.

88.1- May 2012 - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60, November - 61 to 72, December - no Meeting, January 2013 - 73 to 84, February 2013 -85 to 96, March 2013 - 97 to 108, & April 2013 - 109 to 120. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

89. DEMOCRATIC HALF HOUR.

At 7.02 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.04 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

90. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett - Apologies sent by e mail - listed the following items for the attention of the Meeting :-

Regarding 1 Lake Lane. Observing your Members' concern over this Planning Application, I duly raised the question of adequate ground support for the extension. I am informed by the Case Officer that stability reports are more commonly asked for in places( e,g, Lyme Regis ), where landslides are more likely. Moreover, this is a matter for building control and not a planning item : and the view of the appropriate Officer is that this matter can be addressed in the laying of the necessary foundations.

The Recommendation of the Case Officer is therefore to Approve !

This year's Budget will be confirmed at the next Meeting of the Full Council on the 26th February.

91. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - As from last Saturday, all WDDC Staff are now re housed in the new Council Offices called South Walks House. The Offices are appointed in an Open Plan environment, with good Visitors Reception, and has four large Meeting Rooms.

92. REPORT BY DCC COUNCILLOR - RON COATSWORTH

Has a copy of letter to Mr Herbert Springfield from Miles Butler re Lower Walditch Road - Should have full survey, verges, jetting, etc in January 2013 - Road sweeping request passed on to WDDC.

Karl Wallace commented DCC discussions re finances - BTC has increased Precept -

Bridport Hub - cuts in front line services - Bus routes cuts

Social Care - No cuts presently in Bridport -

95.1 - B&WPC - to consider the Parish Accounts as printed on 30/1/13, and included with the January Minutes - Action - Parish Councillors present were satisfied that Accounts were in order and that % expenditures in all headings have not been exceeded - there was discussion that Playground Equipment for the John Holt Play Area was in need of review, and this to include bench facilities -

95.2 - Reminder re the new Register of Members Interests document - Action - Registration of interests documents have still to be collected from David Stubbs, Karl Wallace, & Ed Hanson - Action - All Register of Members Interests have been collected -

95.3 - Marking of white lines in Crock Lane - Action - The Clerk has been informed by e mail that a DCC Inspector will have a look at the lines to see if they are at the intervention level - Action - to review at February Meeting - Action - PC informed that there are no safety issues regarding white lines in Crock lane, and any further maintenance may be carried when the liner is in the area -

95.4 - Casual Vacancy for Parish Councillor in Bothenhampton - Action -PC were informed of the Casual Vacancy - No Action -

95.5 - Lengthsman's duties for February 2013 - NB - Kevin available on Tuesday 19th -

Bothenhampton - to include - to check erosion of steps in Muddy lane, and consideration of drainage in Long Lane -

Walditch - to action removal of broken Notice Board in Walditch Road -

95.7 - Note from Bridport Town Council - No information on County Funding for 2013/2014, but just to confirm the consideration of increase in hourly rate from £15 to £16 from 1 April 2013 - Action - new hourly rates were noted by PC -

95.8 - Road Closure of Hollow Way - Sunday 17th February 2013 from 0800 to 1700 hours - Western Power to carry out works - Action - noted by PC -

95.9 - CAB letter requesting financial support - Action - following some discussion by Parish Councillors present, the sum of £1000 was recommended as a suitable donation for Bridport & District CAB, to help to meet the challenges of 2013/14 -

95.10 - Grit Bins Bins request - see Democratic half Hour for January 2013 - Action - the PC approved the purchase of two additional Grit Bins - Clerk instructed to contact DCC to obtain their approval for positioning and filling -

95.11 - Erosion of Bank in Hollow Way - Action - B&WPC were made aware of the letter sent to the Director of Environment

95.12 - Cedar Tree in Valley View Amenity Area - Action - Read Report & letter from resident living in Howard Way to Meeting - site meeting arranged for Tuesday 22 January 2013 at 10.00 - PennieJones, Ed Hanson, & Bob Dennis agreed to attend -

Parish Councillor Alan Stenning raised the following concern - that last year's alteration to the main A35 adjacent to the Walditch turning has blocked ditches.
