MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON , ON MONDAY 13 FEBRUARY 2012.

Present: Bob Dennis(Chair), Debbie Jack, Pennie Jones, Colin Sparkes, & Alan Stenning.

In attendance: Chris Dobbs (Clerk).

97. DECLARATION OF INTEREST.

97.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

N.B. - In response to 97.1, Chairman Bob Dennis declared a personal interest in Application 1/D/11/001984, & indicated that he would leave the Meeting at the appropriate time. In the absence of the Vice Chair, Parish Councillor Alan Stenning was asked by the Clerk to Chair that part of the Meeting.

98.1 There were apologies from - David Tett, David Stubbs, Sarah Butcher, Karl Wallace, Elizabeth Welch, Mark Roberts, & Ron Coatsworth.

99. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 9 January 2012 , were accepted as true records and duly signed by the Chairman.

100. MATTERS ARISING.

May - 1 to 12, June - 13 to 24, July - 25 to 36, August - 37 to 48, September - 49 to 60, October - 61 to 72 , November - 73 to 84, December - no Meeting, January 2012 - 85 to 96, February 2012 -97 to 108, March 2012 - 109 to 120, & April 2012 - 121 to 132. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

101. DEMOCRATIC HALF HOUR.

At 7.04 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.20 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

102. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett has given his apologies for January & February 2012, and has sent the following February Report :-

There are three items to report by way of update:

1. The District Council has now committed itself to the County wide Waste Partnership. The emphasis will shift from a collection service by plastic bag to one of wheelie bins and containers.

This will, however, present problems in certain parts of West Dorset, particularly here in Bothenhampton where, in places, a 140 litre wheelie bin would be entirely unsuitable.

The new collection and recycling service, to be rolled out across West Dorset in 2014/2015 and saving the Council a sum of £2million is, I am assured to be tailored in order to overcome such issues, in other words it is to be a flexible service. The proof of the pudding will, therefore, be in the eating !

2. The Town Roundabouts is once more back on the Town Council Agenda, and the Town Clerk is to press the Highways Agency "to pull its finger out" .

3. The refurbishment of the Grade 1 Listed Town Hall is now complete, and the TIC has relocated to its ground floor, Saving the District Council some £10,000 rental.

Unfortunately, the District Council, in its wisdom, has decided to reduce many of its lines of souvenirs and momentoes. I regard this as a big mistake, but my arguments to supplement income in this respect fell on deaf ears !

Ron Coatsworth commented that he would give Apologies - mentioned the following :-

Possibility of Community Bus 3x a week -

Suggests that PC writes to Highways requesting a parking scheme for Crock lane -

In contact with Fire Service re the difficulties of access in Crock lane -

107.6 - Re - routing of No 44 Bus from Monday 14th November 2011 - Action - During Democratic Half Hour concern was expressed by Bothenhampton resident, Shirley Fielden, that new route for the 44Bus would take out many of the Stops in Crock Lane. Parish Councillors suggested that the matter be considered further at the January 2012 Meeting, and noted that WATAG had a meeting scheduled for Thursday 24th November 2011 at the WI Hall, North Street, Bridport - Action - further investigations to be carried out by County Councillor, Ron Coatsworth - Action - Ron Coatsworth reported by e mail that consideration was being given to DCC providing a Community Bus -

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Monday 13 February 2012 -

Ian Ray, owner of land adjacent to East Road, outlined his Planning Application 1/D/11/002047, and answered questions re parking conditions on site - Highways have given their Approval of previous Applications, but parking conditions on site not discussed with other landowners.

Ken Harding showed photographs of horse & cart passing along footpath outside his home - should only be access for pedestrians, prams, & cycles, and he expressed concern about regular usage by equestrian traffic.

Regarding Application 1/D/11/001984, Nicola Dennis indicated that Change of Use had been applied for following advice being sought and given by a WDDC Planning Officer.

Ken & Eileen Harding indicated that they will have Objections to Application - 001984 on grounds of Change of Use -

Lois Harvey gave the view that land in the village for wildlife was rare and Application 001984 should be granted -

Alan Stenning mentioned the Police concern regarding the turning into Uplands, and indicated that consideration by Highways for a Yellow Box to be painted may well follow a site meeting -

Concern was expressed about an open drain adjacent to Spinners lane in Walditch - Action - Clerk to inspect site with Lengthsman & Report to next Meeting -
