MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL, WALDITCH ON MONDAY 12TH SEPTEMBER 2005. Present: Mr Stenning (Chair), Mrs England, Mrs Regan, Mr Dennis. In attendance: D. R. Barnes (Clerk)

1. APOLOGIES.

2. MINUTES OF THE PREVIOUS MEETING.

The minutes of the previous meeting held on 8th August 2005 having been circulated to all members were accepted as a true record of the meeting and duly signed.

3. MATTERS ARISING.

None.

4. DEMOCRATIC HALF HOUR.

At 7.08pm the meeting was adjourned to enable members of the public to air their views on matters of local interest. At 7.24pm the meeting re-convened to complete the council's agenda, there being no further matters raised.

5. REPORT BY WDDC COUNCILLORS FOR BOTHENHAMPTON.

Rear Admiral Pritchard and Mr Tett had nothing to report.

6. REPORT BY WDDC COUNCILLOR FOR WALDITCH, MR ROBERTS.

As Mr Roberts was absent from the meeting, no report was given.

7. REPORT BY DCC COUNCILLOR, MR COATSWORTH.

As Mr Coatsworth was absent from the meeting, no report was given.

8. PLANNING.

General: 1/W/05/001153 - The Oaks, Walditch Road, Walditch: Erection of stock building: Mr Stenning reported alleged contravention of the conditions on which planning permission was granted. The Approval states that the development shall be used for agricultural, forestry or horticultural purposes only and concerns over its apparent use as a riding centre should be investigated by a WDDC Enforcement Officer, such was the advice given by Mr Roberts when Mr Stenning consulted him.

Mrs Regan proposed these accounts should be paid. This was seconded by Mr Stenning and approved by all of the other councillors.

10. REQUESTS FOR GRANTS.

None.

11. PARISH MATTERS.

Footpaths & Roads - The clerk read out a copy of a letter sent to DCC Highways by Bothenhampton Residents Association in which the dangerous condition of the road outside the gate of The Old Rectory was highlighted. The clerk was instructed to contact DCC in support of this letter, which requested an urgent inspection and repair.
The clerk read out a letter from the residents of 6 Sunnyside, Main Street, Bothenhampton, in which they suggested the setting-up of a parish council-sponsored 'Tidy Our Village' group. After a discussion, Mrs Regan proposed that the clerk contacts the residents (Mr & Mrs Dobbs) to explain that, for insurance reasons, the parish council itself cannot organise or councillors take part in such events as 'tidy-ups', but councillors may well take part personally in a non-official capacity in an event organised by others. This was seconded by Mr Stenning and agreed by all of the other councillors.
DAPTC - The clerk distributed copies of the August 2005 Newsletter.The clerk noted receipt of Chief Executive's Circulars 11-05 and 12/05. Mrs Regan was passed an Emergency Planning questionnaire.
General - Mrs England reported that foul smells from the Wessex Water Sewage Treatment Works had been noted by several residents and that, after numerous attempts to discuss it with DCC's monitoring staff, someone did promise to take the matter up with Wessex Water. Mrs England stated that she will contact Oliver Letwin M.P. if there is an unsatisfactory outcome. This was supported by all of the other councillors.

12. CORRESPONDENCE.

The next meeting will be held in Bothenhampton Village Hall on Monday, October 10th 2005 at 7.00pm..

There being no further business to discuss, the meeting closed at 7.56pm.
