MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON, ON MONDAY 11 OCTOBER 2010 at 7 p.m.

Present: Bob Dennis(Vice Chair), Audrey Pearson, Debbie Jack, Colin Sparkes, David Stubbs, & Pennie Jones, - 6 Parish Councillors were present. In attendance: Chris Dobbs (Clerk).

49. DECLARATION OF INTEREST.

49.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. This may be a Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

49.2 - The Chairman, Karl Wallace, to withdraw from leading the PLANNING AGENDA, as he is a member of WDDC Development Control Committee, and this part of the Meeting is to be led by the Vice Chairman, Bob Dennis, or a Parish Councillor nominated by the Chairman.

49.3 - Parish Councillor Debbie Jack is presently working for DCC Planning - Regulation 3 + large School extensions/inc. farms & County owned buildings - this should not affect her giving a view on PC received WDDC/DCC Planning Applications.

50. APOLOGIES.

50.1 There were apologies from - Parish Councillors - Karl Wallace(Chair), Peter Tobutt, & Elizabeth Welch, & County Councillor Ron Coatsworth. Residents Association member - Roger Ffooks

51. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 12 September 2010, were accepted as true record and duly signed by the Chairman of the Meeting - Bob Dennis.

52. MATTERS ARISING.

52.1 Numbering of Minutes from May 2010. Minutes to be numbered sequentially i.e. May - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60 , November - 61 to 72 , December - no Meeting, January 2011 - 73 to 84, February 2011 - 85 to 96, March 2011 - 97 to 108, & April 2011 - 109 to 120 . This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

52.2 - Debbie Jack declared an interest in the Planning Application 1/D/10/001599 - The Barns, Manor Farm, Walditch, as she lives quite close to the property.

53. DEMOCRATIC HALF HOUR.

At 7.02 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.03 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised. n.b. - There were no members of the public present at the Meeting.

54. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett presented the following Report :-

1. Shared services partnership between West Dorset District Council and Weymouth and Portland Borough Council :

To date nine management posts with a total cost of £480,000 per year have been frozen across both Authorities and will not be replaced.

The two neighbouring councils have, subject to ratification of both later this month, agreed to merge their workforces in a bid to save £8.5 million over the next 5 years.

There will be only the one Chief Executive to oversee both Authorities, and his salary will be in the region of £100,000 per annum.

The joint partnership is celebrating the first £1 million savings by the revenues and benefits wing of the partnership and this despite pressure on the service because of the recession.

2. The planning application for a Wind turbine at Green Lane has been withdrawn. However, as yet, I am not aware of the reasons for this.

Town Roundabouts : There is nothing further to report. The Town Council is waiting upon the Highways Agency, and I am fast running out of patience !

56. REPORT BY DCC COUNCILLOR - RON COATSWORTH.

Ron Coatsworth - had presented his apologies by e mail , with the following written comments re DCC The main concern is a probable reduction in our grant - could be as much as £28m but more details on 20th October. Until then, nothing will be certain

The idea of a joint waste collection and disposal operation with DCC and the 6 boroughs and district councils is being pursued with a possible start date in 2011. DCC would be the host and to start with the districts/boroughs could specify their collection methods. In the long run, there would be a uniform Dorset wide collection service. West Dorset and Weymouth would not join until 2013 because of the joint arrangements which are being proposed between the two councils. The various Councils will be voting on this during October and November.

59.1 - WDDC Parish Maintenance Unit - Action - Action - Clerk informed PC that Request Form for December works by PMU, needs completion by 14/11/10.

59.2 - * Existing & new seating in Parish - Action - Colin Sparkes led the discussion as he had inspected most of the seating in both Parishes. PC instructed Clerk to obtain estimates for renovation of listed benches - Action - Lengthsman has agreed to renovate benches in the winter months.

59.3 - Chairman's Seminar - Tuesday 12 October 2010 at 7 pm, Dorchester - Clerk has further details - No Action - Chairman unable to attend -

59.4 - Clarification on waste recycling collections - Action - Clerk informed PC of WDDC Paper outlining details of Waste Recycling Collections -

59.5 -2010 Audit Completion - Action - Clerk reported that Audit has been completed & Annual Return has been signed - WDDC are presently considering their response to Auditor's view of Deposit Account origins - Clerk to present Audit Recommendations to the November 2010 Meeting -

59.12 - Safety re junction of Crock Lane/Main Street - Concern expressed by local resident - Action - Clerk to contact DCC Traffic and Safety Management Officer with the aim of arranging a site meeting to consider the concern - Pennie Jones agreed to attend - Action - Meeting proved to be rather unproductive - Clerk advised by Richard Stubbs - DCC Road Safety, to contact Dorset Direct & request repainting of white lines & SLOW markings at the junction - Pennie to contact Police for advice - to notify November Meeting -

59.13 - Allowances for Members of Town & Parish Councils - Guidance from WDDC - Action - Clerk to make further enquiries and will report to next Meeting.

59.14 - Estimate for work on the Horse Chestnut, The Green, Walditch - Action - PC agreed for work to be carried out as per estimate of £280 - Clerk instructed to contact Forest & Tree Care -

59.15 - Concern expressed by resident in 27 Gundry Road that children were damaging the gate at the entrance to Cemetery Field Play Area - Action - PC approved the purchase of a padlock & chain to secure the gate, keys to be held by Nick David of David landscapes(BWPC Contractor), the resident in 27 Gundry Road, & the Clerk.
