MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON , ON MONDAY 14 NOVEMBER 2011.
Present: Bob Dennis(Chair), Colin Sparkes, Alan Stenning,, & Elizabeth Welch.
In attendance: Chris Dobbs (Clerk).

73. DECLARATION OF INTEREST.

73.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

75. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 10 October 2011, were accepted as true records and duly signed by the Chairman.

76. MATTERS ARISING.

May - 1 to 12, June - 13 to 24, July - 25 to 36, August - 37 to 48, September - 49 to 60, October - 61 to 72 , November - 73 to 84, December - no Meeting, January 2012 - 85 to 96, February 2012 -97 to 108, March 2012 - 109 to 120, & April 2012 - 121 to 132. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

77. DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.15 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

78. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett gave the following Report :-

The two topics occupying the most attention have been the 2012 Olympic and ParaOlympic Games, and the Bridport Community Hospital and proposals to cut services.

Regarding the Olympic Games, we are in some way to be part. The Olympic Torch is to pass through Bridport on Thursday, July 12th on its travels and eventual destination to the Olympic Stadium. The exact route the Torch will take will be known next year.

Regarding the Bridport Community Hospital and its future; I raised, at a Meeting of the Full Council on the 20th October, the many concerns and issues affecting the Town and adjoining Parishes if the proposed cuts are implemented. The Chairman of the District Council, CIIr. Gillian Summers, will represent the concerns of local residents at a Meeting of the Dorset Health Scrutiny Committee on the 29th November. At this Meeting, a joint Report from the NHS Dorset and the County Hospital is to be considered.

79. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - commented that most areas had been covered by David, and in addition noted the use of scramble bikes over private land in Walditch, but adjacent and over a public footpath.

80. REPORT BY DCC COUNCILLOR - RON COATSWORTH

Ron Coatsworth commented on the closure of 9 Libraries in the County, and the possibility of most becoming Community Libraries run by Volunteers. Burton Bradstock Library was well in progress -

Proposals to standardize recycling and waste disposal in Dorset was mentioned - WDDC was presently the only District Council left to make a decision regarding approval/acceptance of the plan. It was noted that a fortnightly collection was possible with large and small wheelie bins being provided, and additional containers for food waste, and recycling materials.

Re Bridport Community Hospital, there was a comment that the Chair of Area Health Committee was looking into drawing services into the Main Hospital.

- At the Meeting of the Parish Council on Monday14th November 2011, the Chair of the LNR Sub Committee, Karl Wallace, recommended to members present that the offer of ownership from WDDC should be declined. He also indicated that in the view of the LNR Sub Committee, ownership would best be offered to the Dorset Ranger Service, Dorset County Council.
- Bothenhampton & Walditch Parish Council fully endorsed the recommendations of the LNR Sub Committee, & the Clerk was instructed to notify WDDC by e mail of the corporate decision made at the Meeting on Monday 14th November 2011.

83.3 - Location of Grit Bins - Action - The Clerk notified the Meeting that all Grit Bins purchased by the Parish Council had now been positioned by the Lengthsman, as approved and numbered by DCC, and filled for Winter use.

83.4 - Budget for 2012/2013 & Authorisation of Precept - Action - the Parish Council Authorised the Precept for 2012/2013 to be maintained at the 2010/2011 level or less, & appointed Parish Councillors Bob Dennis & Elizabeth Welch to meet with Clerk & Approve final figure after scrutiny of 2012 - 2013 Budget- Notes for consideration - expenditure on Grit Bins - £1700, Queen's Jubilee 2012, John Gundry Play Area Woodland, present Precept - £24765 - Suggested date for Meeting - Mondays pm - 21/11, 28/11 or 5/12/11 -

83.5 - Lengthsman's duties for November - Action - Bothenhampton - Hollow Way path to be cleared of leaves and overhanging brambles. Walditch - Clear path on edge of Green, & possibly litter in Cemetery Field Play Area.

83.6 - Re - routing of No 44 Bus from Monday 14th November 2011 - Action - During Democratic Half Hour concern was expressed by Bothenhampton resident, Shirley Fielden, that new route for the 44Bus would take out many of the Stops in Crock Lane. Parish Councillors suggested that the matter be considered further at the January 2012 Meeting, and noted that WATAG had a meeting scheduled for Thursday 24th November 2011 at the WI Hall, North Street, Bridport.

83.7 - Progress of High Pavement - Action - Clerk's Update for November - work to start on Monday 21st November 2011 -

83.8 - Review of de restricted 30 m.p.h. limit through Walditch Village - Action - Alan Stenning has requested a sharing of concerns with DCC Road Safety Unit - 01305 225196 - Action - Clerk requested to make further enquiries for next meeting - Action - Clerk requested written concerns for DCC Road Safety Unit to consider -

83.10 - Queen's Diamond Jubilee - Action - Pennie Jones requested consideration that PC could make a presentation to all children under 13 in Bothenhampton to commemorate the Queen's Diamond Jubilee in 2012 - Action - advert to be placed in The Bridge for December/January issue.- Walditch are planning commemorative stone for Village Green - Both Village Hall Committees have been forwarded details of possible DCC Queen's Diamond Jubilee Grant.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Monday 14 November 2011 :-

Shirley Fielden expressed concern about the re routing of the 44 Bus, as the Church at the beginning of Crock lane, Bowhayes, Slades Green, & Elwell would all loose the service due to the bus being diverted into Pasture Way. Apparently, the main reason for diverting the bus was due to cars parking against the bank close to Bowhayes, and the high overhanging hedge on the right hand side of the road.

Wessex Water have laid chalk on the bridleway over the quarries and local residents are concerned that the bridleway has been extended to include vehicle turning spaces. The junction of the footpaths at the end of the Nature Reserve have been rather heavily fenced(with barbed wire at the top), and had become hazardous for walkers.
