MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, WALDITCH ON MONDAY 8th JUNE 2009 AT 7 P.M. ,

Present: Karl Wallace(Chair),Colin Sparkes, David Stubbs, & Pennie Jones. In attendance: Chris Dobbs (Clerk).

12. APOLOGIES.

12.1 To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. This may be a Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillors home. The Chairman, Karl Wallace, will withdraw from the Planning Agenda as he is a member of WDDC Development Control Committee. This part of the Meeting is to be lead by the Vice Chairman, or a Parish Councillor nominated by the Chairman.

12.2 There were apologies from Peter Tobutt, Bob Dennis, Audrey Pearson, & Elizabeth Welch.

13. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 11 May 2009, were accepted as a true record of the Meeting and duly signed by the Chairman.

14. MATTERS ARISING.

14.1 Numbering of Minutes from May 2008. Minutes to be numbered sequentially i.e. May - 1 to 11, June - 12 to 22, July - 23 to 33, August - 34 to44, September - 45 to 55, October - 56 to 66, November - 67 to 77, January 2009 - 78 to 88, March 89 to 99, April 100 - 110 etc. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year. It was agreed with the Internal Auditor that numbering should start at 1 to 11 from May 2009.

14.2 Walditch Ward - Action - reminder to Meeting of one vacancy.*

15. DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.20 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

16. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett had given his apologies to the Meeting.

17. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts presented his congratulations to Karl Wallace who has recently been elected as a County Councillor. Also, to Ron Coatsworth who is the elected Chair of West Dorset District Council. WDDC Efficiency & Scrutiny Committee have concerns regarding the variation in housing grant/care & repair problems being tackled throughout the region, and want a standardized system to be set up

Ron Coatsworth had sent his apologies to the Meeting.

19. PLANNING - Vice Chairman to lead Planning Agenda only as agreed in Minute 93, dated 9 March 2009. N.B. Vice Chairman absent, David Stubbs nominated to Chair.



19.1 Planning Applications - letter outlining Parish Council Procedures.

Main points are -
1. - That a resolution regarding a Planning Application is agreed by the Parish Council, at a properly convened meeting of the Parish Council.

2. - Only the Clerk has the authority to respond to the Local Planning Authority.

21.1 - Leisure Development Fund - extn. of £1000 Grant to June 2010.
21.2 - Resignation of Trevors Gardening Services -
Appointment of Nick David - from 8th June 2009 - Approved by Meeting - Action - Clerk to send letter of appointment to Nick David, and instructed him to go ahead with hedging in the Cemetery Field - estimate for Hawthorn Hedge - £314 - Mixed Hedge - £228 - to be cut when free from birds nests.
21.3 - Sustainable Development Guidelines - David - Action - Clerk has written to Government for advice regarding the Parish Council's opposition to Planning Application 1/D/09/000400. District Councillor Mark Roberts agreed to find out who can Appeal against Approval.
21.4 - CPRE - A Summer Event - 24/6/09 - No Action 21.5 - Estimate for Gates in John Holt & John Gundry Play Areas - £90.82
- Action - Estimate approved and Clerk instructed to inform Contractor.
21.6 - Walditch Village Hall - request for Grant towards the cost of loft insulation - Action - Chair recommended approval of full estimated costs of £851(inc.VAT).
21.7 - Structural Maintenance Programme 2009 - 2010 - No Action.
21.8 - DAPTC Newsletter - Planning Aid - Action - Clerk to contact the organization to seek advice re 1/D/09/000400.
21.9 - New Street name advice - Action - Parish Councillors approved a request for a new streetname plate at Valley Road - to be actioned by WDDC.
21.10 - BLAP - Sustainable Communities Act - Action - Parish Councillors/BLAP members Karl Wallace and Colin Sparkes acknowledged Workshop and Meeting dates.
21.11 - Metal Fencing, Walditch - Action -Clerk referred to letter from DCC informing PC that Highways will monitor situation, and had advised landowner re livestock by letter. 21.12 - Retirement of Chair, Bothenhampton Residents Association, Roger Ffookes - Action - Parish Council thanked Roger for his outstanding service to the Village of Bothenhampton.

Parish Councillors - Parish Matters from the Floor :-
21.13 - Karl requested that Safer Routes to School should be requested to support the need for a pedestrian crossing at the west end of Sea Road South. - Action - Clerk to contact Safer Routes to Schools.
21.14 - Karl outlined the need to reduce speeds in country roads using a Speed Indicator Device(SID) - No Action.
21.15 - Lengthman's Scheme outlined by Colin Sparkes - Town Council are mindful to employ - Action - Colin to keep Parish Council informed of developments.
21.16 - Colin indicated that the Cemetery Field needs the following repairs and maintenance - Gate needs resetting, bushes overgrown, goalposts need moving and area re grassed, gap entrance in poor condition, and maybe some seats are needed. - Action - Hedges are to be cut - see Minute21.2 - other details to be considered at a later Meeting.
21.17 - Colin asked if any further information had been forthcoming re Jellyfields - Action - Clerk to enquire with WDDC.

21.18 - Pennie Jones informed PC about the need to remove the old goal posts from the John Holt Play Area - Action - Clerk to make enquiries.

22.CORRESPONDENCE - to be tabled at Meeting.

22.1 - Recycling - Green Cone Day - WDDC - No Action

22.2 - AONB - A Framework for the Future - To Karl

22.3 - Open Spaces Society - AGM & Journal - No Action

The next Meeting will be held in Bothenhampton Village Hall on Monday 13 July 2009, commencing at 7.00 pm.

There being no further business to discuss, the meeting closed at 8.20 p.m.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Roger Ffooks - Cannot understand why the County Council cannot cut up to the footpath in Hollow Way - Action - Clerk to enquire with Dave Maunder DCC.

Robin Stapleton - Reported that the Horse Chestnut on the Village Green was still deteriating. While not dangerous, some expert advice is needed to advise on any remedial work needed. - Action - Clerk to contact Graham Cox at WDDC.

Robin also mentioned that National Homewatch Week was taking place during the week beginning 15th June, and there would be publicity presentations on Tuesday morning in Bucky Do Square, and on Tuesday afternoon outside Morrisons.

Concern was expressed by a Walditch resident regarding the variation in white line markings on the coast road - B352 - Action - Clerk to contact DCC.

The Waste Transfer Station often seemed to be closed which caused congestion in South Street - Action - Clerk to relate concern to WDDC

Hedge is sticking out on the A35 adjacent to Lower Walditch Road - Clerk to contact A35 Contractors - Connect.

Concern was also expressed regarding the use of the parish Council Notice Board in Walditch - Action - Clerk to inspect and report to next Meeting.

Debbie Jack, who is a resident of Walditch, expressed an interest in becoming a Parish Councillor - Action - Karl Wallace to contact on 456567.*See Minute 14.2
