MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON, ON MONDAY 11 July 2011.

Present: Bob Dennis(Chair),Colin Sparkes, Alan Stenning, & David Stubbs. In attendance: Chris Dobbs (Clerk).

25. DECLARATION OF INTEREST.

25.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

27. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 13 June 2011, were accepted as true records and duly signed by the Chairman.

28. MATTERS ARISING.

28.3 Numbering of Minutes from May 2011. Minutes to be numbered sequentially i.e. May - 1 to 12, June - 13 to 24, July - 25 to 36, August - 37 to 48, September - 49 to 60, October - 61 to 72 , November - 73 to 84, December - no Meeting, January 2012 - 85 to 96, February 2012 -97 to 108, March 2012 - 109 to 120, & April 2012 - 121 to 132. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

29. DEMOCRATIC HALF HOUR.

At 7.02 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.20 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised. n.b. - There were 5 members of the public present at the Meeting -

30. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett gave the following Report :-

At the May Meeting of the Parish Council, Mesdames Marysia Lane and Sue Norris raised two complaints regarding Morrison's external lights being left on well after the shop closed, and the privet sewer serving Pasture Way and Maple Gardens.

These I took up on their behalf with the District Council.

Morrison's lights have now been switched off within one hour of closing hours and there have been no further infringement of the planning conditions.

Regarding the private sewer, the drain itself has now been repaired ready for adoption by Wessex Water. However, there is an ongoing dispute with the District Council over the payment of the bill for remedial repairs.

The residents of Pasture Way are to lodge a formal complaint against the Council maintaining malpractice and incompetence in failing to serve a statutory notice on all the residents affected.

Turning to the ground-breaking Council partnership with Weymouth and Portland Borough Council, the partnership that has been created to deliver services, it is well on track to hit a £2 million savings a year.

This has been achieved by restructuring of management, not filling vacant posts, renegotiating audit and IT contracts and removing duplication.

Mark Roberts - had little to add - Scrutiny & Efficiency Committee have identified £8 savings - difficult to find more savings ! Practical emerging work of 2 Councils with joint telephone system - IT systems are the next stage to be considered for having joint working practices -

Concern was expressed by Laing Burgess, and other residents living adjacent to - Land adjacent to East Road, Bridport, re the Planning Application for 3 cottages & Parking area - Objections included : -

Safety of children on Valley View Estate - re large delivery vehicles/Refuse Collections etc.

Hedges shouldn't have been taken out - maybe a TPO -

Only one access to site over unmaintained tarmac area -

Site open to A35 - high noise and safety levels -

Overdevelopment of area -

Two cesspits on land -

Will obscure parent views -
