MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON, ON MONDAY 14 February 2011 at 7 p.m. Present: Karl Wallace(Chair), Bob Dennis(Vice Chair), David Stubbs, Audrey Pearson, Debbie Jack, Pennie Jones, Colin Sparkes, & Peter Tobutt. - 8 Parish Councillors were present.

In attendance: Chris Dobbs (Clerk).

85. DECLARATION OF INTEREST.

85.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

85.2 - The Chairman, Karl Wallace, to withdraw from leading the PLANNING AGENDA, as he is a member of WDDC Development Control Committee, and this part of the Meeting is to be led by the Vice Chairman, Bob Dennis, or a Parish Councillor nominated by the Chairman.

85.3 - Parish Councillor Debbie Jack is presently working for DCC Planning - Regulation 3 + large School extensions/inc. farms & County owned buildings - this should not affect her giving a view on PC received WDDC/DCC Planning Applications.

87. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 10 January 2011, were accepted as true record and duly signed by the Chairman.

88. MATTERS ARISING.

88.1 Numbering of Minutes from May 2010. Minutes to be numbered sequentially i.e. May - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60 , November - 61 to 72 , December - no Meeting, January 2011 - 73 to 84, February 2011 - 85 to 96, March 2011 - no Meeting, & April 2011 - 97 to 108. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

89. DEMOCRATIC HALF HOUR.

At 7.06 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.15 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

90. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett presented the following Report :-

The District Council Tax for 2011/2012 has been frozen.

Regarding the merged services with Weymouth and Portland Borough Council, the number of Directors has now been reduced from seven to four with anticipated savings in costs to the Partnership of 8.5 million pounds in the next four years,

This will cushion the blow arising from a cut in central government funding of 25.1%

A third Planning Application for the South West Quadrant has been submitted; more on that front later.

91. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - had little to Report, and noted that the likelyhood of any significant Reports until the May Elections was very low.

95.1 - Pedestrian Crossing at bottom Lower Sea Lane - Action - Karl to negotiate with DCC - Alexis Wood.

95.2 - Jellyfields & Wanderwell LNR's -Actions as follows -

Clerk to contact DCC Countryside Rangers - L.weston@dorsetcc.gov.uk

Enquire to WDDC re the maintenance costs for Jellyfields & Wanderwell Quarry during 2010.

To note that WDDC have requested that BWPC consider purchase of both sites.

To form a Sub Committee to consider above - Sub Committee to consist of Parish Councillors - Karl Wallace(Chair), Debbie Jack, & Pennie Jones, & Bothenhampton resident Geoff Matthews, with first meeting to be arranged and attended by Parish Clerk.

BWPC gave the Sub Committee authority to make decisions regarding the consideration of interest in purchasing Jellyfields & Wanderwell LNR's.

95.3 - Requests for additional Grit Bins - Action - Clerk informed Meeting that DCC Highways had been provided with proposed location maps, and was awaiting action from DCC Officers.

95.4 - Walditch Village Hall - Request for Grant to repair Flat Roof - Action - Clerk mentioned that Walditch Village Hall Committee had been advised of WDDC Grant opportunities - to consider further at next Meeting.

95.5 - External Audit 2010 - Action - Clerk informed Meeting that DAPTC had suggested to wait until next Audit re BWPC deposit with WDDC.

95.6 - Sycamore Avenue, Walditch - Action - Graham Cox, Senior Trees Officer DCC, has suggested that BWPC await his investigation into Prosecution of the Landowner before calling a formal meeting, say in September 2011, to discuss further joint action.

95.7 - Decentralisation & Localism Bill - Action - Clerk explained that two Parish Councils had been chosen to Pilot new legislation proposals - Information from WDDC handed to Debbie Jack for her consideration.

95.8 - Annual Risk Assessment Review & Approval - Action - BWPC having reviewed their Risk Assessment Policy document, & recommended its Approval for 2010/2011 with no amendments. Approval was proposed by Karl Wallace, seconded by Colin Sparkes, and carried by Parish Councillors present.

95.9 - Review Effectiveness of Internal Audit by 31/3/11 - Action - It was agreed by BWPC 's present, that Parish Councillor Elizabeth Welch be given authority to complete the Review Effectiveness of Internal Audit with Parish Clerk by 31/3/31.

95.10 - Review & Approval of Budgetory Process - Action - Recommended for Approval by Karl Wallace, Seconded by Pennie Jones, and carried by Parish Councillors present.

95.11 - Review & Approval of BWPC Financial Regulations - Action - Having reviewed BWPC Financial Regulations, David Stubbs recommended the document for Approval. Approval was seconded by Bob Dennis, and carried by all Parish Councillors present.

95.12 - Estimates for repairs to fence on boundary of Valley View Amenity Area - Action - The estimate from J Bright was approved and the Clerk instructed to give authority for repair.

95.13 - David Landscapes - price for additional spread of bark on John Gundry Play Area - Action - Price considered too high - £665, and Clerk requested to ask for breakdown in costs - to report to the next Meeting.

95.14 - Parish Maintenance Unit - Action - Clerk instructed to complete Works Request Form by due date - 15/3/11.

From the Floor - Parish Matters - Colin informed Meeting that he had replaced the defective lamp in the Bothenhampton BT Phonebox, and put up instructions re the use of debit/credit cards for phone calls. Noted that minimum call was now £1.20.

The next Meeting of BWPC, Monday 14th March 2011, was cancelled due to the Clerk taking Annual Holiday.

There were no verbal proposals for the Parish Matters Agenda of the next Meeting on Monday 11 April 2011.

The next Meeting will be held in Walditch/Bothenhampton Village Hall on Monday 11 April 2011, commencing at 7 p.m.

There being no further business to discuss, the Meeting closed at 8.50 p.m.

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Monday 14 February 2011 :-

Geoff Matthews expressed concern about WDDC Public Asset Review which listed both Jellyfields & Wanderwell Quarry LNR's for disposal. He outlined the considerable efforts made by the Parish Council & WDDC to obtain ownership of Wanderwell Quarry, and consequently preventing development of the site. He pointed out that Wanderwell Quarry was the first designated Local Nature Reserve in West Dorset and should remain in public ownership. While Geoff understood that DCC Countryside Rangers have expressed an interest in ownership of the Quarry, he considered that BWPC should also be an interested party, and for a Friends of both Jellyfields and Wanderwell to be formed.

Action - The Chair, Karl Wallace, assured Geoff that the matter was listed in Parish Matters for consideration at this Meeting, and he was subsequently invited to be a member of a BWPC Sub Committee to consider all aspects of purchase and ownership - Geoff accepted this invitation.

Alan Stenning expressed concern about the need for placing Grit Bins in Walditch. The Clerk assured Alan that due consideration was being given by BWPC to the problem.

Eileen Harding stated that she was reassured about Jellyfields & Wanderwell Quarry LNR's being funded and maintained by public monies.
Also expressed concern about dog mess in her garden, and she was advised to put up or obtain a notice from the Dog Warden.
