* MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON ON MONDAY 10 August 2009 AT 7 P.M. , Present: Karl Wallace(Chair), Audrey Pearson, Colin Sparkes, Peter Tobutt, Debbie Jack, & Pennie Jones.
In attendance: Chris Dobbs (Clerk).

34. DECLARATION OF INTEREST.

34.1 To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. This may be a Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

34.2 The Chairman will withdraw from leading the PLANNING AGENDA, as he is a member of WDDC Development Control Committee, and this part of the Meeting is to be led by the Vice Chairman, or a Parish Councillor nominated by the Chairman.

35.1 There were apologies from - David Stubbs, Bob Dennis, Elizabeth Welch, & District Councillor Mark Roberts.

36. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 13 July 2009, were accepted as a true record of the Meeting and duly signed by the Chairman.

37. MATTERS ARISING.

37.1 Numbering of Minutes from May 2009. Minutes to be numbered sequentially i.e. May - 1 to 11, June - 12 to 22, July - 23 to 33, August - 34 to45, September - 46 to 57, October - 58 to 69, November - 70 to 81, January 2010 - 82 to 93, March 94 to 105, April 106 - 117. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

37.2 Walditch Ward - Action - Debbie Jack was co-opted as a Parish Councillor for the Walditch Ward, with effect from Monday 10 August 2009.

38. DEMOCRATIC HALF HOUR.

At7.02 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.15 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

39. REPORT BY WDDC COUNCILLOR FOR BOTHENHAMPTON.

David Tett - The Development Control Committee Meeting to consider the revised Planning Application relating to the South West Quadrant is to be brought forward a week to the 20 August not to clash with the Melplash Show.

Regarding Community Planning and the scrutiny of this mandatory service, we are now pulling together all the evidence taken from various sources with a view to submitting a Report of the findings along with Recommendations to the Executive at its October Meeting.

Three tiers of Local Government comprise the current Community Planning structure, and it is lack of understanding of the different responsibilities of each that, through a breakdown in communication, causes confusion. Hopefully, the Report will address this.

However, Local Area Partnerships have an important part to play in setting and influencing Planning Policy.

Karl Wallace reported that he had a meeting with the Highways Authority contractor, Connect, and was encouraged that a good argument for a pedestrian crossing was being made by Safer Routes to School adjacent to the Howard Road/A35 Walditch junction at the Eastern entrance to Bridport. He is also trying to get another crossing considered for the lower part of Sea Road South. Action - For Pedestrian Crossings to be on Parish Matters for the next Meeting, and Karl to advise the Clerk of the need for the Parish Council to write to Connect.

40. REPORT BY WDDC COUNCILLOR FOR WALDITCH

Mark Roberts - gave his Apologies, but agreed to include comments on Walditch Sycamore Avenue at the next Meeting on Monday 14 September 2009.

Ron Coatsworth - was absent from the Meeting.

1/D/09/001075 - 37 Main Street, Bothenhampton - install 2 solar panels - Action - Corporate View to recommend Approval.

1/D/09/001039 - Amended Plan for inspection - Action - Parish Councillors agreed to modify their original view and raise Objections as the design is an overdevelopment of the existing structure.

44. PARISH MATTERS AGENDA - BOTHENHAMPTON & WALDITCH PARISH COUNCIL - Wednesday 5 August 2009.

44.1 - Audit Submission - Auditor has concern about Risk Assessment - Action - Clerk has recommended Reviews of Risk Assessment, Financial Regulations, Child Protection, Standing Orders, & Insurance Policy, to be arranged at the September Meeting, with completed Reviews to be reported to the October Meeting on Monday on Monday 12 October 2009.
44.2 - Developments in Agenda presentation - Action - Clerk outlined changes, to consist of separate Agenda Papers for PLANNING, FINANCE, and PARISH MATTERS. Colin Sparkes, Peter Tobutt, Debbie Jack, & Pennie Jones agreed to receive electronic mailing from the September Meeting. Action - With regard to the display of the full Agenda on Notice Boards, it was agreed that Bothenhampton & Walditch Village Halls would be suitable. The Notice Board in Walditch Village is in poor condition, and the Clerk was requested to seek estimates for repair or replacement.
44.3 - Response to letter re Highways, recently sent to County Councillor Ron Coatsworth - Action - after some discussion, the consensus of Parish Councillors present was to await the outcome of the matter being discussed with the appropriate officers of the District Council as outlined in RC's e mail to Ian Madgwick. Action - Clerk to investigate Register of Highways & Transportation Engineers.
44.4 - Footpath 13 - Bothenhampton resident has e mailed concerns - Action - Rights of Way Officer, Audrey Pearson, has sent letter to Mrs Jane Stokes at DCC to outline response.
44.5 - Visit by Oliver Letwin in Autumn - Action - Clerk presented Friday 30th October 2009, as being a suitable date for his visit to Bothenhampton. Cannot confirm until the MP's Office is open in September.
44.6 - Dorset County Training Partnership - Clerk's & New Councillors Seminars - Action - Clerk to attend Seminar on Tuesday 8 September, and Parish Councillors Colin Sparkes, Debbie Jack, Pennie Jones, and Audrey Pearson have agreed to attend the New Councillors Seminar on Tuesday 22 September 2009. Booking Form to be sent asap.
44.7 - Homewatch Initiative - Action - Clerk to contact volunteer Co-ordinator before the next Meeting date of Monday 14 September 2009.
44.8 - Valley View Amenity Area - Action - the matter of children playing in the Area was discussed, and a number of Councillors requested that the Clerk seek an estimate of suitable notice board costs to present to next Meeting.
44.9 - Honours List - Action - Clerk advised to contact Community Service - Mary Penfold ?
44.10 - Puffin Crossing at Dorchester Hospital - No Action - PC informed that views have been noted by DCC Director of Environment Services.
44.11 - Dorset & Somerset Air Ambulance - Action - Clerk to contact Organiser of Fund Raising to arrange meeting.
44.12 - Lengthsman' Scheme - Support - Action - Clerk to contact Bridport Town Council for further information - to next Meeting
44.13 - BLAP - WATAG - No Action - Clerk informed Meeting of dates.
44.14 - Open Spaces Society - Action - Parish Councillors agreed to continue Annual Subscription for membership of £40
44.15 - Bothenhampton Village Hall Committee Grant request for a Digital Projector - Action - Parish Councillors approved an amount of £800 towards the cost of a projector.
Parish Councillors - Parish Matters from the Floor - to be placed on the Agenda for the next Meeting.
44.16 - Colin Sparkes requested that Allotments be placed on the Agenda for the September Meeting.
44.17 - Pennie Jones agreed to check the viability of placing bollards out on the lower part of Old Church Road prior to the Library Van visit( fortnightly on Tuesdays between 0915 & 0945).

MATTERS RAISED IN THE DEMOCRATIC HALF HOUR.

Mary Westwood expressed concerns regarding the Planning Application 1/D/09/001039 - 17-19 Main Street, i.e. -Replace existing single storey glazed conservatory with a double glazed conservatory. Considered that proposed conservatory is much bigger than the present structure, and will consequently overlook her bedroom and bathroom. The conservatory is built on the first floor of 17-19 Main Street. Karl agreed to investigate the Amended Plan.

David Weston requested that the Parish Council consider Bothenhampton Village Hall Committee's request for a Grant to purchase a digital projector. The Committee have researched, and intend to set up a Film Society in the Autumn, to show films monthly for the local community.
