MINUTES OF THE BOTHENHAMPTON & WALDITCH PARISH COUNCIL. MEETING HELD IN THE VILLAGE HALL, BOTHENHAMPTON, ON MONDAY 11 April 2011 at 7 p.m.

Present: Karl Wallace(Chair), Bob Dennis(Vice Chair), David Stubbs, Debbie Jack, Pennie Jones, & Colin Sparkes.
- 5 Parish Councillors were present.
In attendance: Chris Dobbs (Clerk).

97. DECLARATION OF INTEREST.

97.1 - To remind Parish Councillors of the need to make a Declaration of Interest on any Agenda items where personal or prejudicial interest may arise. E.g. A Grant request for a Village Hall Project, or a Planning Application adjacent to a Parish Councillor's home.

97.2 - The Chairman, Karl Wallace, to withdraw from leading the PLANNING AGENDA, as he is a member of WDDC Development Control Committee, and this part of the Meeting is to be led by the Vice Chairman, Bob Dennis, or a Parish Councillor nominated by the Chairman.

97.3 - Parish Councillor Debbie Jack is presently working for DCC Planning - Regulation 3 + large School extensions/inc. farms & County owned buildings - this should not affect her giving a view on PC received WDDC/DCC Planning Applications.

98.1 There were apologies from - Audrey Pearson, Pater Tobutt, David Stubbs, Elizabeth Welch, & Roger Ffooks.

99. MINUTES OF THE PREVIOUS MEETING.

The Minutes of the previous Meeting of Bothenhampton and Walditch Parish Council held on Monday 14 February 2011, & the Minutes of BWPC Jellyfielda & Wanderwell Quarry LNR's Sub Committee held on Monday 7th March 2011, were accepted as true records and duly signed by the Chairman.

100. MATTERS ARISING.

100.1 Numbering of Minutes from May 2010. Minutes to be numbered sequentially i.e. May - 1 to 12, June - 13 to 24, July - 25 to 36, August - no Meeting, September - 37 to 48, October - 49 to 60 , November - 61 to 72 , December - no Meeting, Jan uary 2011 - 73 to 84, February 2011 - 85 to 96, March 2011 - no Meeting, & April 2011 - 97 to 108. This is following the advice of the Internal Auditor, and creates a unique set of Minutes for each month in the year.

101. DEMOCRATIC HALF HOUR.

At 7.05 p.m. the Meeting was adjourned to enable members of the public to air their view on matters of local interest. At 7.06 p.m. the Meeting re-convened to complete the Council's agenda, there being no further matters raised.

David Tett had nothing to report -

Karl Wallace - commented on the difficulties being experienced by residents of Pasture Way regarding drainage. He had attended a meeting, and understood that estimates for repairs were being considered.

Very little to say re election - Issues with UNISON on Appointments on apportioning of positions - 16 posts - only 4 to Weymouth -

Debbie asked if there is an amalgamation of Members - No -

Ron Coatsworth - County Council is still in action !

Cut backs - consideration of alternative proposals -

Concessionary Fares - WDDC contribution towards use after 9 am -

Colin asked question re about Dorset buses going into Devon where different rules applied - Ron agreed to make enquiries & to send e mail to Clerk -

Bob asked about new regulations at the Waste Transfer Station - Ron indicated that consideration was being given to Garden Waste being collected from doorsteps - rather expensive process -
Karl mentioned that School Crossing Patrols may be supported by Traffic Wardens & Police for a trial period after April 2012 -

107.7 - John Gundry Play Area - Review of costs to replace Playbark - Action - the Clerk presented a breakdown of material costs to BWPC, and it was agreed for the work to be completed as per the estimate of £665 - (playbark is £80 per square metre, and 4m2 were needed to ensure safety of the site) -

107.8 - Pasture Way - problems re drainage - Report from Karl - Action - Karl had attended meeting of residents, & he outlined their progress in obtaining estimates for the required repairs -

107.9 - Footpath from Mountjoy/Wych Hill to reserviour W5/15 - Report from Colin - Action - Clerk requested to contact DCC Footpaths Officer -

107.10 - Planned repair/replace street lighting - update from Clerk - Action - a letter from SSE Contracting Lighting Services listing all the roads in Bothenhampton in the planned programme was made available by the Clerk -

The Annual Parish Meeting will be held in Bothenhampton Village Hall on Monday 9 Mayl 2011, commencing at 6.30 p.m.& followed by May Meeting of BWPC.

There being no further business to discuss, the Meeting closed at 8.33 p.m. The Chairman thanked all Parish Councillors for their service to the communities of Bothenhampton & Walditch over past years.
